Through the instant writ petition, the petitioner claims fixation of pay at the same level of his junior Amarjit Singh, S.S. Master, now a Lecturer in Punjabi. The aforesaid claim made by the petitioner was considered by the Director Public Instructions (Secondary Education), Punjab, and the petitioner's claim was rejected by an order dated 19.8.2003. The order dated 19.8.2003 was communicated to the petitioner by an order dated 14.11.2003. Despite the same, the petitioner has chosen to approach this Court after the lapse of a period of three years. As of now, even a civil suit is not competent, either to challenge the order dated 14.11.2003 or the order dated 19.8.2003.
In view of the above, we are satisfied, that the instant writ CWP NO. 18478 of 2006 2
petition deserves to be dismissed for reasons of delay and laches.
