J.S.Khehar, J. (Oral) :
Through the instant writ petition, the petitioner has sought issuance of an appropriate writ, directing the respondents, to consider his case for promotion as Lecturer in Commerce. The instant claim is based on the fact that an individual, junior to the petitioner (proforma respondent no.4), was promoted as such, without considering the claim of the petitioner, by an order dated 20.11.1995 (Annexure P-6).
Having considered the matter in its totality, we are satisfied that C.W.P.No.7646 of 2006 2
the petitioner has approached this Court belatedly, as of now, the petitioner can not claim a right on the basis of the promotion granted to proforma respondent no.4 in the year 1995, in view of the law of limitation.
In view of the above, we are satisfied that the instant writ petition deserves to be dismissed for reasons of delay and latches.
