J U D G M E N T
Petitioner is aggrieved by Exhibits P4 and P5 bills. Learned Standing Counsel for the Kerala Water Authority submits that since the proceedings are issued by the Assistant Executive Engineer, the petitioner has an effective remedy of appeal before the Executive Engineer of the concerned Division and hence this Court need not go into the disputed questions of fact at this stage. Accordingly, this writ petition is disposed of as follows:
2. In the event of the petitioner filing an appeal before the Executive Engineer within a period of two months from today, the same shall be treated to have been filed in time. Thereafter, the appeal shall be considered by the said authority with notice to the petitioner and appropriate orders in accordance with law thereon shall be passed within another four months.
