According to the document enclosed on page 21, the entry/parking charges are being imposed by virtue of some Government Orders. Without annexing those Government Orders, the petitioner can not be permitted to seek a writ from this Court stopping the respondents from charging what the petitioner calls an entry tax in the garb of parking charges.
Because, if the Government Orders are permitting the entry tax, their validity have to be examined. Without examining those Government Orders, this Court can not say whether the entry tax has been imposed or merely parking charges have been imposed.
The petitioner wants to file a supplementary affidavit.
